Inform, Empower, Act! Civil Society for good budgetary governance in Moldova

The Institute for Rural Initiatives (iRi) with the financial support of the European Union and Konrad Adenauer Stiftung e.V, Germany is implementing the project “Inform, Empower, Act! Civil Society for good budgetary governance in Moldova”, as a regional partner in 5 rural communities in the Republic of Moldova. At national level the project is implemented in 25 communities in the Republic of Moldova with the consortium of the Independent Think Tank “Expert-Grup” as main implementer, Institute for European Policies and Reforms (IPRE), Konrad Adenauer Stiftung e.V. (KAS), Easter European Studies Centre from Vilnius, Lithuania (EESC).

Objective of the project

The overall objective of the project is to enhance the involvement of civil society at the local level and to increase the transparency, efficiency and effectiveness of the budget formation and execution processes through participation and monitoring by society.

Specifically, the project aims to:

  1. Increase the level of information, awareness and motivation of the population and civil society at the local level about the budgetary process: importance of analyzing the local budgets, discussing priorities in terms of public expenditure, monitoring the budgetary execution, in particular, public procurement for large investment projects.
  2. Empowering the population and civil society at the local level with appropriate knowledge, tools and frameworks to take a more active role in consultations, contribution and oversight of the local public policies and budgets.
  3. Improve the level of participation of the population and civil society in public policy-making, involvement in the budgetary process, monitoring and control.

The Institute for Rural Initiatives is implementing the project directly at the local level in 5 communities of Gagauzia: Baurci, Gaidar, Vulcanesti, Ceadâr Lunga, Dezghingea where 5 local coalitions will be formed to promote the improvement of the budgetary process at local level.
